The CIV Address and the CIV Baud Rate set in the program under Communications | Set Radio ID.  These are found in the menu of the radio (MEnu | Set | Connectors | CI-V).  

In the radio, these are under CI-V Address and CI-V Baud Rate in the Connectors section of the Menu. 

Also check CIV-Transceive - Change from what it is... on to off or off to on... seems it clears a buffer of some kind when you do.   Then be sure to set to ON. 

USB Serial Function - Be sure it is set to CI-V.  Be suspicious if they are using RTTY in any form.  


Cannot Find Valid Baud Rate on IC-7300
The port on the back of the radio into which the USB-B end of a USB-A to USB-B cable connects is multi-functional. You will set the commands for that port one way if you are controlling the radio or doing other modes of operation through the port and a different way if you are programming the radio.

In other words, the settings for the port can make the programming commands fail with a Cannot Find Valid Bard Rate error.

For programming, the USB Serial Function of the Connection Section of the Set Menu of the radio must be set to CIV. If set to RTTY, the programmer cannot get through to the radio and the data transfer will fail.

On the face of the radio, press Menu => Set => Connectors => USB Serial Function => CIV
